The decline of sovereignty seeks to limit powers and weaken political borders and national sovereignty. The goal of global governance is under one law in a unified manner. The type and number of actors have evolved in such a way that, in addition to international great powers, regional actors also play a role, along with governments, international civil organizations, international non-governmental organizations, international intergovernmental organizations, informal multilateral organizations, parties, media, ethnic groups, syndicates, multinational companies, individuals and international public opinion have also played a role, which has led to the multilateralization of the international system, thus, according to the changing nature and process of the international system and the interconnectedness of actors and the increasing complexity of their interactions, it is still not an established order. It has not been formed, and the international system is still in a transitional and fluid state. Globalization or the decline of the central state is a thought and idea that takes place in contemporary thinking and policies and arose from the developments of the world, the thoughts of various nations and cultures. Its purpose is to reduce the centrality of state sovereignty and emphasize the role of international organizations and new movements. It has gone through a gradual and evolutionary process and is still progressing. یکی از مفاهیم جدید در روابط بین الملل، زوال حاکمیت دولت است که اصول عمده آن، تأکید بر نقش سازمان های بین المللی و جنبش های جدید اجتماعی و تلاش برای استقرار صلح، خاتمه دادن به ستیز میان ملت ها و استقرار ترکیبات جدید است. زوال حاکمیت به دنبال محدود کردن قدرت ها و تضعیف مرزهای سیاسی و حاکمیت ملی شکل می¬گیرد. هدف، حاکمیت جهانی تحت یک قانون به¬صورت یکپارچه است. نوع و تعداد بازیگران به گونه ای تحول یافته که علاوه بر قدرت های بزرگ بین المللی، بازیگران منطقه ای نیز به ایفای نقش می پردازند. همچنین، در کنار دولت ها، نهادهای مدنی بین المللی، سازمان های مردم¬نهاد بین المللی، سازمان های بین الدول بین المللی، نهادهای چندجانبه غیررسمی، احزاب، رسانه ها، قومیت ها، سندیکاها، شرکت های چندملیتی، افراد و افکار عمومی بین المللی نیز نقش¬آفرین شده اند که درمجموع، به چندضلعی شدن نظام بین الملل انجامیده است. بدین ترتیب، با توجه به ماهیت متحول و فرایندی نظام بین الملل و هم پیوندی کنشگران و پیچیدگی تعاملات فزاینده آنان، هنوز نظمی مستقر شکل نگرفته و نظام بین الملل همچنان در حالت گذار، انتقال و سیال قرار دارد. جهانی شدن یا زوال دولت¬محوری یک فکر و ایده است که در تفکر و سیاست های معاصر جای می گیرد و از تحولات جهان، افکار ملت ها و فرهنگ های گوناگون برخاسته است. هدف از آن کاستن از محوریت حاکمیت دولت و تأکید بر نقش سازمان های بین المللی و جنبش های جدید است جهانی شدن روندی تدریجی و تکاملی را طی کرده و همچنان در حال پیشروی است. /downloadfilepdf/731129
